Marine gas cylinder hydrostatic testing and recharging

Cylinder hydrostatic testing and recharging covers the periodic inspection, pressure testing, valve service and refilling of the high-pressure cylinders carried on board: fixed CO2 system and pilot cylinders, self-contained breathing apparatus (SCBA) and EEBD cylinders, portable and wheeled extinguisher bodies and propellant cartridges, breathing-air cascade bottles, medical oxygen, nitrogen and inflation cylinders. An out-of-date cylinder is an easy finding for surveyors and PSC.

The work is almost always done ashore in a testing station, so the job is as much about logistics as testing: safe removal, transport as dangerous goods, exchange or loan cylinders to keep the ship compliant, and return with traceable certificates. vslSafety coordinates a suitable testing station and the attendance around the vessel’s port call.

Regulatory requirements and standards

SOLAS regulation II-2/14 requires fire protection systems and appliances to be maintained and ready for use under an onboard maintenance plan. The detailed intervals come from IMO guidelines, flag instructions and the cylinder standards:

  • MSC.1/Circ.1318/Rev.1 (2021), the revised guidelines for fixed CO2 systems, clarified the hydrostatic testing regime for high-pressure CO2 cylinders and refers to ISO 18119:2018 for periodic inspection and testing.
  • MSC.1/Circ.1432, as amended by MSC.1/Circ.1516, sets five-year hydrostatic testing of steel SCBA cylinders, with aluminium and composite cylinders tested to the satisfaction of the Administration, and ten-year testing of fixed gas system cylinders and wheeled extinguishers.
  • Resolution A.951(23) on marine portable fire extinguishers calls for hydrostatic testing of extinguishers and propellant cartridges at intervals not exceeding 10 years.
  • ISO 18119:2018 covers seamless steel and aluminium-alloy cylinders; it replaced ISO 6406:2005 and ISO 10461:2005, which still appear on older certificates. ISO 11623:2023 covers composite (Type 2 to 5) cylinders.

Flags often add detail; the Marshall Islands, for example, requires extinguisher testing facilities to be certified by a government agency or recognised organisation. Check the flag’s current notice before planning.

What the service includes

  • Review of the cylinder list, stamped test dates, manufacture dates and previous certificates
  • Safe isolation and removal, with the fixed system kept at the required quantity or exchange cylinders fitted
  • Controlled emptying and valve removal in the workshop
  • External and internal visual inspection of body, neck, threads and base for corrosion, cracks and mechanical damage
  • Water-jacket or proof-pressure hydrostatic test to the applicable standard, with permanent expansion recorded where required
  • Drying, valve overhaul or replacement, and new seals and burst discs where fitted
  • Recharging with the correct medium by weight or pressure, and leak testing
  • New test marking or date ring, and condemnation of failed cylinders with a record
  • Return, reinstallation and reconnection, with a cylinder schedule and certificates

Recharged SCBA sets and EEBDs are usually handled together with breathing apparatus (SCBA/EEBD) servicing, and fixed-system reinstatement belongs with CO2 system servicing, so the two jobs are best planned as one package.

Cylinder types covered

Typical work includes 45 kg and 67.5 l seamless steel CO2 cylinders and pilot bottles; steel, aluminium and carbon-composite SCBA cylinders at 200 or 300 bar; EEBD cylinders; CO2, powder and foam extinguisher bodies and cartridges; nitrogen, welding gas and medical oxygen. Common manufacturers include Faber, Luxfer and Vítkovice. Many composite cylinders carry a limited service life on the label and must be withdrawn at that date regardless of test results; others are marked as non-limited life.

Common defects and PSC deficiencies

  • SCBA or spare cylinders past their five-year test date, or spares not fully charged
  • No record of which CO2 cylinders were sampled at the 10-year test, or the 20-year full test overlooked
  • CO2 hoses older than 10 years, or contents not verified at the last survey
  • Corroded cylinder bases in wet bottle rooms, loose clamps and damaged valves
  • Composite cylinders beyond their marked service life
  • Certificates that do not list serial numbers, so cylinders cannot be matched to the test

Certificates and documents you receive

Expect a test certificate or schedule listing each cylinder’s serial number, manufacture date, test pressure, test result, new test date and refill weight or pressure, the testing station’s approval and a condemnation record where needed. For fixed systems, the service company normally issues a report that the attending surveyor can accept, and the records are kept with the fire protection maintenance plan.

How to prepare the vessel

Extract a full cylinder list with test dates at least one port call ahead and group everything falling due in the next survey window. For large CO2 banks, consider dry-dock and agree with class how many cylinders may be ashore at once. Where the port cannot turn cylinders round within the call, ask for exchange cylinders with valid test dates. Arrange dangerous-goods paperwork, customs and transport through the agent.

Information needed for a quotation

  • Vessel name, IMO number, flag and class
  • Port, ETA and ETD, and whether cylinders can stay ashore for later delivery
  • Cylinder type, gas, water capacity or charge weight, and quantity
  • Working pressure, material (steel, aluminium or composite), manufacture date and last test date
  • Valve type and connection, and fixed-system maker and model
  • Whether exchange cylinders, reinstallation or class attendance are needed
  • Photographs of labels and stamps, and the current cylinder list

vslSafety arranges a suitable testing station at or near the vessel’s port and confirms turnaround time before work starts.

Frequently asked questions

How often must SCBA cylinders be hydrostatically tested?

MSC.1/Circ.1432 calls for five-yearly hydrostatic testing of steel SCBA cylinders, and many flags, such as the Marshall Islands, apply five years to all SCBA cylinders. Aluminium and composite cylinders are tested to the satisfaction of the Administration, usually following the maker and ISO 11623 for composites. Composite cylinders may also have a limited service life, commonly shown on the label, after which they must be withdrawn even if they would pass a test.

Do all fixed CO2 cylinders need testing every 10 years?

No. Under MSC.1/Circ.1318/Rev.1, at least 10% of high-pressure and pilot cylinders are internally inspected and hydrostatically tested at the 10-year point. If one fails, 50% are tested, and if more fail, all are tested. Before the 20-year anniversary, and every 10 years after, all cylinders must be tested. Cylinders that are leaking, corroded, dented or bulging are retested or replaced whenever found.

Can the ship sail while CO2 cylinders are ashore for testing?

Only if the fixed system still holds the quantity required by chapter 5 of the FSS Code, which the guidelines state explicitly. In practice, cylinders are tested in batches, or exchange cylinders with valid test dates are fitted before the originals leave. Agree the plan with class and the flag before removing anything, as a system below its required quantity may affect the ship’s certificates.

What happens to a cylinder that fails the test?

It is condemned under the testing standard, usually made unserviceable so it cannot be refilled, and recorded on the certificate. The testing station can supply a replacement with the correct valve and approval, but fixed-system cylinders must match the approved system, so confirm type, capacity and valve with the system maker before ordering.

Attendance at New York

The Port of New York and New Jersey is a major container and commercial gateway with terminals across a broad metropolitan area. Confirm the exact terminal, transport, security access, equipment movements, and attendance window before mobilisation.

Availability, final scope, attendance method and certificate acceptance are confirmed against the vessel’s dates and technical requirements. Submit the berth or anchorage, local agent, ETA and ETD so access and logistics can be checked before mobilisation.
