Resolution MSC.402(96) establishes a consistent framework for maintaining, thoroughly examining, operationally testing, overhauling and repairing lifeboats, rescue boats, launching appliances and release gear. It became mandatory under SOLAS regulations III/20 and III/36 and is central to planning annual and five-year attendance.

This guide is a practical planning aid for shipowners, managers, masters and technical teams. The vessel’s flag Administration, recognised organisation, equipment manufacturer and approved service documentation remain controlling. Confirm their current requirements before authorising work.

What equipment falls within the MSC.402(96) framework?

The resolution covers lifeboats, including free-fall lifeboats; rescue boats and fast rescue boats; launching appliances; and on-load and off-load release gear. The work scope can therefore extend beyond the boat itself to davits, winches, brakes, falls, hooks, interlocks, limit switches, hydraulic equipment and associated controls.

A quotation that says only “annual lifeboat inspection” is often too vague. State the number and type of boats, maker, model, serial numbers, launching arrangement and release-gear model. Include the last annual and five-year reports so the service company can distinguish routine examination from overdue overhaul or corrective work.

Who may perform the work?

Routine weekly and monthly inspections are generally carried out by shipboard personnel under the supervision of a senior officer and in accordance with the maintenance manual. Annual thorough examinations and operational tests, five-year examinations, overhauls and repairs require appropriately certified personnel from the manufacturer or an authorised service provider, within the scope of their certification.

Authorisation must be acceptable to the flag Administration. A company’s ability to service one maker or equipment family does not automatically establish authority for every boat, hook or davit. Before attendance, verify:

  • the service supplier’s authorisation and its validity;
  • the certified person’s equipment-specific scope;
  • flag and class acceptance;
  • availability of maker procedures, service bulletins and genuine or accepted parts;
  • calibration status of measuring and test equipment.

Annual examination and operational testing

The annual scope combines record review, a detailed examination and operational tests. It should be based on the equipment maintenance manuals and the resolution’s minimum requirements. Typical preparation includes checking previous reports, certificates, maintenance records, outstanding recommendations and any defects recorded after drills.

The attending certified person may inspect the boat structure, buoyancy arrangements, engine and propulsion, steering, electrical systems, bilge arrangements, equipment inventory, painter and release arrangements. Launching appliances are examined for corrosion, deformation, loose fastenings, wire-rope condition, sheaves, lubrication, limit switches, stored power and brake function. Release gear is checked for wear, damage, correct reset, interlocks, operating cables and clear indication of hook status.

Operational testing must be controlled through a vessel-specific risk assessment. Personnel should not be exposed beneath suspended boats, and drills should not be improvised to satisfy a checklist. Agree the test method, loading condition, communications, weather limits, berth restrictions and surveyor involvement before work starts.

What changes at the five-year interval?

The five-year examination is more extensive and includes overhaul of release gear and operational testing of launching-appliance winch brakes under the prescribed proof load. The exact method, test weights or equivalent arrangements and witnessing requirements must be agreed with flag or class and the authorised service supplier.

Five-year work frequently needs more lead time because hook components may require dismantling, dimensional checks and replacement, while load-test arrangements may require certified weights, water bags, cranes, test beams or specialist load equipment. Port and terminal restrictions can determine whether the test can be completed alongside.

Common reasons an attendance cannot be closed

  • Service personnel arrive without acceptable maker or Administration authorisation.
  • Boat, davit and hook identification is incomplete or differs from the request.
  • Previous reports or outstanding defect records are unavailable.
  • Required spares, seals, fasteners or replacement falls are not in port.
  • The terminal does not permit lowering, load testing or over-side work.
  • Class or flag witnessing was required but not arranged.
  • Crew, shore team and surveyor disagree on the test method or safe system of work.

Port-call planning checklist

  1. Send vessel name, IMO number, flag, class, ETA, ETD, berth and agent.
  2. List every boat, davit, winch and release-gear maker, model and serial number.
  3. Identify whether the attendance is annual, five-year, repair, reinspection or deficiency clearance.
  4. Attach previous certificates, reports, defect photographs and relevant maker notices.
  5. Confirm surveyor witnessing and the flag/class approval basis.
  6. Check terminal permission for launching, overside work and load-test equipment.
  7. Agree who supplies test weights, craneage, technicians, crew assistance and spare parts.
  8. Reserve time for corrective work and final documentation rather than planning only the inspection.

Reports and records to retain

The final package should identify the equipment examined, work performed, tests completed, results, defects, repairs and replaced parts. It should also identify the certified personnel and service company, their authorisation basis, test-equipment calibration and any recommendations or limitations. The master and technical office should review the report before the service team demobilises.

Certificates do not replace the vessel’s maintenance records. Retain the report with supporting checklists, photographs, load-test evidence, parts documentation and class or flag endorsements where applicable.

Managing defects, repairs and replacement parts

An annual examination can identify a condition that prevents satisfactory completion. The vessel should have a clear escalation route covering the master, superintendent, class, flag where necessary, manufacturer and service company. Record the defect accurately and establish whether the equipment must be placed out of service, whether compensating measures are required and what evidence will be needed to close the condition.

Repairs should follow approved manufacturer instructions. Welding, machining, substitute fasteners or locally manufactured release-gear parts should not be accepted merely because they restore movement. Safety-critical geometry, material properties, tolerances and protective coatings can affect release performance. Record component part numbers and traceability, and retain evidence of any Administration, class or maker acceptance.

After corrective work, repeat the relevant examination and operational test. The final report should distinguish defects found, temporary measures, permanent repairs and any work still outstanding. If a certificate is issued with limitations, the technical office must ensure those limitations are transferred into the maintenance and voyage-planning systems.

Owner oversight and service-provider evidence

A brokered or directly arranged attendance does not remove the owner’s responsibility to check competence. Request documentary evidence before mobilisation rather than at the gangway. The evidence package should connect the legal company, attending technicians, equipment makes and permitted activities. Check expiry dates and any geographic or subcontracting limitations.

During the job, nominate a responsible officer to control permits, isolate equipment, provide records and witness key stages. Hold a pre-work meeting covering stop-work authority, communications, launching sequence and recovery arrangements. At completion, reconcile every listed appliance against the report and confirm that labels, seals, pins, guards and operating instructions have been restored.

Plan sufficient overlap between ship and shore teams for a proper handover. The crew should understand any changed settings, replaced components, operating restrictions and follow-up actions before the vessel sails. Photographs and signatures should reflect the completed condition, not merely the condition at the start of attendance.
